Four land donations that would extend greenway trails near Lake Norman went before the Mecklenburg County Board of Commissioners on Wednesday, Aug. 5, alongside a delayed park construction contract and a staff briefing on the state's new budget.

Greenway donations touch Lake Norman corridors

The consent agenda included a McDowell Creek Greenway land donation, a Dixon Branch Greenway easement donation, a permanent and temporary construction easement for the McDowell Creek Greenway, and a Mallard Creek Greenway land donation.

McDowell Creek runs through Huntersville and feeds Lake Norman, making those easements directly relevant to trail access in the northern part of the county.

Specific acreage, parcel locations and donor names for the Aug. 5 donations were not available in the published agenda.

Pressley Road Park contract returns after July delay

A construction contract for Pressley Road Park at 1431 Pressley Road in Charlotte returned to the consent agenda after being removed from the board's July 7 meeting. The contract covers greenway connections to Pressley Road, Manchester Drive and Blandwood Drive, a new playground, park amenities and a prefabricated steel pedestrian bridge.

The project, designed by McAdams, carries a 335-day construction timeline to substantial completion plus 180 days for vegetation establishment. Bids opened June 2, and the county had targeted a late summer or early fall construction start. The contract dollar amount was not listed in available documents.

State budget briefing

County staff briefed commissioners on the NC FY27 state budget, which Gov. Josh Stein signed July 7. The budget includes 3% raises for most state employees and an average 8% raise for public school teachers, raising starting teacher base pay to $48,000 from $41,000, according to the News & Observer.

How those state funding changes will flow through to Mecklenburg County-administered programs was not detailed in the published agenda materials.

The board also considered a Storm Water Program FY27 Hazard Mitigation Floodplain Acquisition and a FEMA grant application for Letter of Map Revision review partners. The county's storm water program directly affects Lake Norman towns: in June, the board held a public hearing on amending storm water fees for Charlotte and Cornelius.

Additional consent items included a budget amendment for the Smith School Site, a carry-forward of FY26 General Fund money for Edgewater Farm Park, and an ExpressVote printer purchase.
