A Mecklenburg County grand jury has indicted Evin Quarles, 21, for first-degree murder in a shooting that killed a 17-year-old in Charlotte's University City neighborhood.

Quarles is the son of Huntersville Commissioner Edwin Quarles, a second-term member of the town's Board of Commissioners. The indictment moves the case from Mecklenburg County District Court to Superior Court, WCNC Charlotte reported. Evin Quarles is next set to appear in court on Tuesday, Oct. 27.

The shooting happened around 3 a.m. on Sunday, Sept. 13, on Kittansett Drive in University City. Two people were pronounced dead at the scene: Cameron Massey-Brice, 17, and Jacori Mitchell, 22.

According to the arrest warrant, witnesses told police Evin Quarles told Massey-Brice "we have smoke" before firing four shots. He then allegedly fled in a silver Ford F-150 registered in his name. Police tracked the vehicle on the Flock camera system near the scene, according to the Charlotte Observer.

CMPD detectives said they obtained a third-party confession in which Quarles admitted to the shooting. He later turned himself in to the Charlotte-Mecklenburg Police Department.

A second suspect, Joseph Lewis Sings Jr., 21, was arrested Sept. 16 in Gaston County by CMPD's Violent Criminal Apprehension Team, according to a CMPD news release. Sings is charged with first-degree murder in Mitchell's death.

Evin Quarles was denied bond at a Sept. 15 court appearance and remains held in Mecklenburg County jail.

Commissioner Edwin Quarles said in a Sept. 16 statement that he and his wife surrendered their son to CMPD on the day of the shooting. "My wife and I are deeply concerned for all parties involved," he said. "As parents, our hearts ache for our son, extended family and those whose lives were lost."

Massey-Brice's family said he was visiting a relative at the time of the shooting. His father, Robert Brice, told WCNC Charlotte on Sept. 14 that the family would not hold a public vigil, citing safety concerns.

More than 20 hours after the Sept. 13 shooting, Huntersville police responded to a report of shots fired into an occupied home on the same block as the Quarles family's Beatties Ford Road address, according to Lake Norman Publications. No one was injured. Huntersville detectives and the State Bureau of Investigation's Crime Scene Unit are investigating, and authorities have not said whether the two incidents are connected.
